全国政协委员、江西农业大学副校长刘木华今年准备了《关于加快启动科学养宠与保护宠物方面有关立法的提案》。他说，据不完全统计，2023年我国宠物犬猫的数量超过1.2亿，宠物已经成为家庭情感不可或缺的一部分。然而，宠物伤人、扰民、造成环境污染等不文明养宠问题也在加剧。
